The Mizoram ILP (Inner Line Pass) is a travel permit that every Indian citizen from outside the state needs before entering Mizoram. Tourists usually take a temporary pass, applied for online on the Government of Mizoram’s ILP portal or at an official counter such as Lengpui Airport or Sairang railway station. State rules allow a temporary pass of up to 15 days, and the fee is a few hundred rupees.

Mizoram issues the pass under the Bengal Eastern Frontier Regulation, 1873, to protect the identity and culture of its indigenous people. In 2026 the system is under close watch. The new Bairabi–Sairang railway brought a surge of visitors, and in May 2026 the state cabinet approved fresh ILP guidelines.

Key takeaways

  • Indian citizens who are not residents of Mizoram need a Mizoram ILP; foreigners follow separate rules.
  • Tourists apply for a temporary ILP online on the official Mizoram ILP portal, first launched in 2019.
  • State rules set the temporary pass at up to 15 days; longer stays need an extension or a fresh pass.
  • Counters work at Lengpui Airport, Sairang railway station and liaison offices in Delhi, Kolkata, Guwahati, Shillong and Silchar.
  • Over 22,500 ILPs were issued at Sairang station between September 2025 and early January 2026.

What the Mizoram ILP is and why it exists

The Inner Line system dates to British rule. Under the 1873 regulation, outsiders need official permission to cross the “inner line” into certain hill areas. Mizoram, along with Arunachal Pradesh, Nagaland and Manipur, still enforces it today.

The state government describes the permit as a safeguard for indigenous identity, culture and land. Consequently, the Mizoram ILP applies to Indian citizens from other states, not only to tourists. Traders, workers and contractors need it too, usually as a regular pass with a local sponsor.

For a regional overview, read our inner line permit guide, which compares all four ILP states.

Types of Mizoram ILP

Mizoram’s guidelines set out several pass types. Most visitors only need the first one.

Pass typeWho it suitsValiditySponsor needed
Temporary ILPTourists and short visitorsUp to 15 daysNo, for normal tourist passes
Regular ILPWorkers, employees, tradersUp to 6 months, renewableYes, a local indigenous resident
Provisional or group passLabour brought in by employersShort termEmployer or sponsor

The official portal also lists options for a temporary stay permit and ILP exemption. However, the portal does not publish every rule on its open pages. Therefore, read the instructions on the form carefully before you pay.

Temporary Mizoram ILP

The temporary pass suits holidays, family visits and short business trips. District administration pages state that it runs for a period not exceeding 15 days. Some travellers in 2026 report online passes issued for shorter periods, such as seven days. As a result, always check the dates printed on your Mizoram ILP.

Regular Mizoram ILP

A regular pass runs for up to six months and can be renewed, according to district guidelines. It needs a sponsor who is a bona fide indigenous resident of Mizoram. The sponsor takes responsibility for the pass holder and may pay a security deposit.

How to apply for a Mizoram ILP online

The online system uses three stages: submit the application, pay the fee and download the pass. The Mizoram government first introduced it in 2019 and has been upgrading it since the rail link opened.

  1. Open the official Government of Mizoram ILP portal and choose “Apply Temporary ILP”.
  2. Select the purpose of visit, such as tourism, and enter your personal details.
  3. Enter your travel dates, entry point and address or hotel in Mizoram.
  4. Upload a clear photo and a valid photo ID, such as Aadhaar, voter ID, passport or driving licence.
  5. Add supporting documents if asked, for example a return ticket or itinerary.
  6. Submit and note the reference number sent by SMS.
  7. After approval, use “Fee Payment and Download Pass” to pay online.
  8. Download the Mizoram ILP and keep printed and digital copies.

Apply at least a few days before travel. Approval is not always instant, and weekends or holidays can slow processing.

Additionally, use only the government portal. Several private sites offer to “arrange” a Mizoram ILP for a fee, but you do not need an agent for a tourist pass.

Mizoram ILP fees in 2026

Mizoram has revised ILP charges several times. The state’s 2004 guidelines listed ₹100 for a temporary pass. Later, the 2014 guidelines set ₹120 to ₹170, depending on where the pass was issued. In February 2020, a notification reportedly raised the temporary pass to ₹300 per person.

The portal shows the exact amount at the payment stage. Meanwhile, the May 2026 guidelines may bring further changes. Therefore, treat these figures as a guide and confirm the current Mizoram ILP fee before you travel.

Regular passes cost more. District pages mention application forms, renewal fees and a sponsor security deposit of ₹1,000 for six months or ₹2,000 for two years.

Where to get a Mizoram ILP offline

Mizoram does not issue passes at road check gates on the state border. Instead, you must get the Mizoram ILP in advance or at a designated counter.

Mizoram ILP at Sairang railway station

Prime Minister Narendra Modi inaugurated the 51.38 km Bairabi–Sairang railway line on 13 September 2025. For the first time, trains now link Mizoram to Delhi, Kolkata and Guwahati. As a result, Sairang has become a major entry point, and it now runs an ILP counter.

Officials said over 22,500 passes were issued at Sairang between 13 September 2025 and 8 January 2026. Around 100 to 200 passes were issued with each train arrival. Police at the station check every arriving passenger who needs a Mizoram ILP.

The state has admitted that the counter faced long queues and a staff shortage. In October 2025, the Home Minister said the online system was being upgraded. He also mentioned offline forms, separate exit gates and a tourist assistance centre. Therefore, apply online before you board to save time at Sairang.

Mizoram ILP rules, extensions and new 2026 guidelines

On 18 May 2026, the Mizoram cabinet, chaired by Chief Minister Lalduhoma, approved the Mizoram Inner Line Pass Guidelines, 2026. The move followed demands from groups such as the Young Mizo Association and the Mizo Zirlai Pawl for stricter enforcement. However, officials had not released the detailed provisions when the cabinet decision was reported.

Meanwhile, the existing rules remain the safest guide:

  • Stay within the dates printed on your Mizoram ILP.
  • Apply for an extension or a new pass before your current one expires.
  • Carry the pass at all times while in Mizoram.
  • Do not take up work on a tourist pass; work needs a regular ILP with a sponsor.
  • Expect checks at hotels, stations and road gates.

Overstaying can lead to fines, detention or removal from the state. Consequently, plan your dates carefully, especially if you add Champhai or southern Mizoram to your trip.

Rules for foreign nationals

Foreigners do not use the Mizoram ILP. Instead, the Union Home Ministry reimposed the Protected Area Regime in Mizoram, Manipur and Nagaland in December 2024. Since then, foreign nationals need a Protected Area Permit to visit.

Additionally, district guidelines ask foreigners to register with the police (CID or Special Branch) within 24 hours of arrival. Citizens of some countries need prior clearance from the Home Ministry. Foreign travellers should therefore work with a registered tour operator and check the latest rules before booking.

Best time to visit Mizoram with your ILP

October to March brings clear skies, cool days and good road conditions. Chapchar Kut, Mizoram’s spring festival, falls in March. In contrast, the monsoon from about June to September brings heavy rain and landslides on hill roads.

For the wider region, see our best time to visit Northeast India guide. Many travellers also combine Mizoram with Nagaland or Arunachal Pradesh. In that case, read our Nagaland ILP guide and Arunachal ILP guide, because each state issues its own permit.

Common Mizoram ILP mistakes to avoid

  • Arriving at the Vairengte gate without a pass: check gates do not issue permits.
  • Using an unofficial website: apply only on the Government of Mizoram portal.
  • Ignoring the validity dates: some online passes run for fewer than 15 days.
  • Mismatched ID details: your name must match your ID exactly.
  • Leaving it to Sairang: queues can be long when a full train arrives.
  • Assuming Assam rules apply: Assam needs no permit, but Mizoram does.

Frequently asked questions

Who needs a Mizoram ILP?

Every Indian citizen who is not a resident of Mizoram needs a Mizoram ILP to enter the state. This includes tourists, business visitors, workers and students from other states. Government employees on official duty are generally exempt if they carry official ID. Foreign nationals follow a different system and need a Protected Area Permit instead.

How long is a temporary Mizoram ILP valid?

State guidelines allow a temporary pass for a period not exceeding 15 days. Some travellers in 2026 report online passes issued for shorter periods, such as seven days. Always check the validity printed on your pass. For a longer stay, apply for an extension or a fresh pass before the current one expires.

How much does the Mizoram ILP cost?

The temporary pass costs a few hundred rupees. A 2020 revision reportedly set it at about ₹300 per person, and recent traveller reports mention around ₹350 online. Regular passes involve extra fees and a sponsor deposit. The official portal shows the exact amount at the payment stage, so confirm it there before you travel.

Can I get a Mizoram ILP on arrival?

Yes, at designated counters. Air travellers can get a pass at Lengpui Airport, and train travellers can use the counter at Sairang railway station. However, road check gates such as Vairengte do not issue passes. Applying online before travel is faster and avoids queues when a full flight or train arrives.

Do I need a sponsor for a tourist Mizoram ILP?

A normal temporary pass for tourism does not usually need a local sponsor. You need a valid photo ID, a photo and your travel details. A regular ILP for work or long stays does need a sponsor who is a bona fide indigenous resident. That sponsor takes responsibility for the pass holder during the stay.

Is an ILP checked at Sairang railway station?

Yes. Police at Sairang check passengers who need a Mizoram ILP, and the station runs its own ILP counter. Over 22,500 passes were issued there between September 2025 and early January 2026. To avoid long queues, apply online before boarding and carry printed and digital copies of your pass.

Do foreigners need a Mizoram ILP?

No. The ILP applies to Indian citizens. Since December 2024, foreign nationals need a Protected Area Permit to visit Mizoram under the reimposed Protected Area Regime. They must also register with the police within 24 hours of arrival. Foreign visitors should confirm current requirements with a registered tour operator before travel.

Get your Mizoram ILP sorted before you travel
